FCC Chair Floats Proposal for Rebates During Blackouts
After staying mum during some of the biggest blackouts in TV history, the FCC is breaking its silence with Chairwoman Jessica Rosenworcel putting forth a proposal that seeks comment on whether and how to require cable and satellite providers to issue rebates to subscribers in the event of a blackout due to failure to reach a retransmission consent agreement.

Standard General Still Fighting for TEGNA
Standard General is calling on the FCC to put its deal for TEGNA up for a vote instead of referring questions over the potential of higher consumer prices and job cuts to its Administrative Law Judge, a move it said will extend the transaction beyond its final extension date of May 22.

Broadband Included in Relief Bill
In the House, Dems unveiled their massive coronavirus relief bill Tuesday. Dubbed the Heroes Act, it would provide $1.5bln immediately for online distance learning (schools/libraries could use the E-Rate program to purchase hotspots, connected devices, connectivity and related equipment).
